General Overview

The Human Capital and Training Solutions (HCaTS) Program is the result of a partnership between the Office of Personnel Management (OPM) and the General Services Administration (GSA). Through HCaTS, federal agencies can find reliable, flexible, fast and efficient ways to obtain best-value, customized solutions for human capital management and training requirements.

HCaTS is a Best-in-Class (BIC), “good-for-government” solution for human capital and training solutions.

EMI was awarded the HCaTS Small Business (SB) – Pool 2 contract, which is a 100% small business set-aside, and the HCaTS 8(a) – Pool 1 contract, which is a 100% 8(a) business set-aside. Both are multiple award indefinite-delivery indefinite-quantity (MA-IDIQ) government-wide contract vehicles. This allows for all contract types at the task order level (e.g., Fixed-Price, Cost-Reimbursement, Time-and-Materials and Labor-Hour). Task orders may also combine more than one contract type.
