Evolution Management, Inc. is seeking an experienced Proposal Writer / Capture Manager with a combination of business development (BD), project management, and proposal management experience to lead complex and high-priority business opportunities within the federal sector.
The Proposal Writer / Capture Manager wears two hats:
- Assess each opportunity and compose win themes, identify resources (internal/external), compose a quality winning proposal approach and pricing

The Proposal Writer / Capture Manager is responsible for the full lifecycle capture management from opportunity assessment through proposal execution.
Duties Include
- Lead responses to Requests for Information and Sources Sought requests
- Provide market analysis, competitor analysis, gap analysis, and teaming advice
- Fully drive the proposal development process, including strategy, themes, solutions, writing, schedules, staffing, pricing, past performance, resumes, and other proposal actions
- Ensure the capture team’s strategy, themes, solution, and discriminators are reflected in the proposal
- Ensure proposals are complete, error-free, and include required “contractor shall” components
- Identify opportunities through agency research, 3rd party market intelligence tools, client and partner networks
- Qualify opportunities based on company criteria and priorities
- Perform gate reviews or bid/no bid decisions per process guidelines
- Coordinate and drive all phases of capture activities and strategy execution
- Meet with customer stakeholders to understand business needs and position EMI as the preferred contractor before the release of a solicitation
- Lead the win strategy, including win themes, competitive assessment, and pricing strategy discussion; prepare/complete strategic action plans, ROIs, and risk assessment
- Communicate overall capture progress to management; escalate issues/concerns
- Help negotiate with partnership teams and prepare input for NDAs and TAs (working with Contracts)
- Prepare and deliver updates to senior leadership at specified milestones in the capture process (e.g. gate review)
- Support transition and transfer of capture responsibility knowledge to the operations team upon contract award
- Utilize BD market intelligence accounts and subscriptions: GovWin, SAM, Deltek, agency vendor portals, prime contractor vendor portals, and other systems
- Track pipeline and ensure it is up-to-date
- Learn and adopt the BD process for capture and proposals
- Lead BD-related training to management and staff
- Mentor and support non-BD staff in the identification and assessment of BD opportunities
Education, Knowledge & Experience
- Bachelors Degree required
- Must have at least 3 – 5 years of experience in successful federal proposal writing and capture management, ideally for organization development, consulting, training, and human resource projects in the federal sector space. Experience with CDC, FEMA, FAA, NOAA, Commerce, and NRC accounts is preferred but not required.
- Strong organizational and project management skills to drive efforts to completion (PMP preferred but not required)

Evolution Management, Inc. (EMI) has an upcoming need for a Project Analyst to provide support to EMI consulting projects. This opportunity is concentrated on instructional systems design (ISD) training services to support the planning, assessment, development, delivery, implementation, and evaluation of our client’s training courses. More specifically, the role will assist Instructional Designers in the assessment/evaluation and development of classroom, webinar, and online training courses, materials, curriculum, experiential/practical exercises, and course piloting efforts.

Primary Responsibilities

EMI is seeking experienced executive and leadership coaches for a contract opportunity to provide coaching services for a major federal agency. Contractors will perform coaching consulting services on a virtual platform, utilizing instruments in place under OPM. Contractors will provide coaching, suggestions, and feedback that address common areas of leadership improvement.
This engagement is expected to be part-time hours for a period of around eight months. Around 80% of the participants are located in the Eastern time zone; flexibility will be required to schedule the remaining 20% at times suitable to their schedules.

Position Summary
